Finland Moves Forward with New Gambling Bill in EU Notification Process

Finland’s updated gambling legislation, initially proposed in July, is now under EU review as of November 1, with a decision anticipated by early 2025.

Aiming for enactment by January 1, 2026, the law introduces a dual structure: monopoly elements controlled by a state-owned entity and a multi-license system for certain betting and digital gaming sectors.

Key changes include two exclusive licenses for lotteries and physical casinos, both granted to Veikkaus. The revised bill restricts marketing and bans affiliate promotions, while limiting bonus incentives to ensure responsible gambling. Licensing will open for digital betting, casinos, and other online games. By 2028, a mandatory B2B licensing system will also regulate gambling software providers.

The Finnish government hopes to implement the law by July 2026, pending final legislative steps in Finland following the EU review.
